In a bid to bring about major changes in academics, the Rajasthan University is planing to conduct first-of-its-kind entrance test for all post graduate departments. The university aims to bring transparency in the admission system by assessing the students’ understanding of the concerned subjects.

The date of exam has not been scheduled but is most likely to be held in the last week of May. “The exam centres are yet to be decided and most likely the test will take place in the last week of May or in the first week of June,” said Prof. Rajeev Gupta, Head of Sociology Department.

While counting the merits of entrance exam, he said PG students are expected to bring quality research work and contribute in creating a holistic environment for education. “The test will help in determining the aptitude required for PG students,” said Gupta.

Briefing about the examination system, he said the exam will be divided into two sections: aptitude and subject specific. Pattern will include objective questions and the result will be a combination of both academic performance of the students and the merit list.

So far, the science department only took students scoring 70% and above. The high cut-off creates a benchmark allowing only a section of students to apply.

In this new system, students with minimum qualification, which is likely to be lower than actual cut-offs, will be able to secure a seat. Some departments admitting students through entrance tests have showed remarkable results. The university is hoping that the entrance test will improve quality of research.

The question paper will be prepared by either the dean or head of department concerned. The university will soon hold the workshop for faculty asking them to prepare around 300-400 questions which will form the basis of question paper.

The entrance test will take place only after declaration of results of all state universities. The academic session will start on July 1.

Xavier’s University

The Xavier Institute of Management, Bhubaneswar (XIMB) is starting its own university and taking away some of its courses from what it describes as a restrictive All India Council for Technical Education (AICTE) accreditation process. This will allow it to impart “innovative courses”.

To be named Xavier’s University, the institution will start its first campus in Orissa’s Puri district, followed by two more campuses in Sambalpur and Balangir districts.

“The AICTE has a lot of restrictions when it comes to expansion,” XIMB director P.T. Joseph said over the telephone from Bhubaneswar. “Now, we have got a go-ahead from the state government to start our own university.”

Joseph said the institute will spend about Rs70 crore in the first phase of the university plan, of which Rs20 crore will come from the state. While the first campus in Pipli, Puri, will be spread across 35 acres, the Sambalpur and Balangir campuses will be built on 25 acres and 15 acres, respectively. The university will be set up as a private one under the state’s rules, which means it will have more autonomy. “There will be more investment as we progress,” Joseph said.

The central government also wants to turn leading engineering and management institutes such as the Indian Institutes of Technology (IITs) and the Indian Institutes of Management (IIMs) into multi-disciplinary schools. The state-commissioned Yash Pal Committee on higher education reform had advocated the multi-disciplinary approach.

“IITs and IIMs were created in the first phase of nation building and kept out of the traditional university structure to give them free play to be able to help the nation have a pool of excellent engineering and managerial talents,” said the 2009 Yash Pal panel report. “To a fair extent, these institutions have succeeded… they need to broaden their curriculum and assume the role of full-fledged universities without losing their unique character.”

To start with, XIMB will offer students the rural management course without AICTE accreditation. “XIMB will remain as an institute under the AICTE umbrella. If they create problems, then we have to think otherwise. But we are taking our (two-year) rural management course to the university from next year when the university starts operation,” Joseph said. The institute will also run a master’s programme on public health in collaboration with the Tata Institute of Social Sciences. It will also offer its three-continent master of global management programme under the university.

Joseph said Xavier’s University will offer both undergraduate and post-graduate programmes in areas such as environmental management, microfinance, healthcare management and disaster management. Orissa chief minister Naveen Patnaik will lay the foundation of the campus, according to an official invitation.

The state will pass a legislation to open the private university soon and till that time XIMB will call them additional campuses, instead of a university, the institute’s spokesperson said.

PSUs Jobs

As many as 25 central PSUs, including MMTC and National Fertilisers, have vacant posts of chief executives, at present, Parliament was informed.

“As per available information, currently Chairman and Managing Director/Managing Director are not in position in 25 central public sector enterprises (CPSEs),” Minister of Heavy Industries and Public Enterprises Praful Patel said in a written reply to the Lok Sabha.

These 25 state-owned companies include NEPA, RITES and National Fertilisers Ltd, he added.

The main reasons for vacant board-level posts in CPSEs include occurrence of unforeseen vacancies which arise due to resignation and non-confirmation/non-extension of tenure of incumbent, Patel said.

Besides, he said, decision of the concerned administrative ministry to keep a particular post in abeyance and delay in obtaining vigilance clearance of competent authority are other factors for the vacant posts.

Further, he said, the government has already made additional charge arrangements to fill these posts so that the normal working of concerned CPSEs is not affected.

The government has also recently issued detailed guidelines and prescribed definite time schedule for activities associated with the process of filling up board level posts in CPSEs.

Career Options

About 40% of teenagers here are confused about their career options. This revelation came during a nine-month survey done by the Council of Scientific and Industrial Research’s (CSIR) National Metallurgical Laboratory (NML) among 4,000 students of forty four odd schools.

The 3 member panel, headed by the chief scientist NML, N G Goswami, which conducted the survey among students of Standards VIII, XI and X found that 40% of the students are clueless about their careers. “Nearly 30% want to go for engineering, while 20% say they are preparing for the medical stream and 10% want to go for MBA,” said Goswami.

During the survey, the panel members interacted with students, their school teachers and parents to figure out who could help the students come to a decision regarding their careers. “The rest of the 40% did not have any clear concept about careers and lacked guidance and motivation from their parents and teachers,” said Goswami.

“At present, the structure of imparting education in schools is such that they tend to prepare the child largely for competitive examinations (thus overlooking the need for a balanced growth of a child),” said Goswami.

“We appealed to the respective schools to send these students to NML so that we could encourage them to study metallurgy,” said Goswami, adding that the response was positive.

“Out of 1,600 students, several have shown their interest in metallurgy. But, it is just the beginning and we have a long way to go,” said the NLM chief scientist.

UPSC

The Indian Government said a committee appointed by the Union Public Service Commission (UPSC) is reviewing the current format of the civil services examination held annually.

“UPSC has appointed a committee of experts, headed by ex-University Grants Commission Chairman Arun S Nigavekar to review the existing structure of civil services (main) examination and suggest necessary changes,” Minister of State for Personnel and Public Grievances V Narayanasamy told Lok Sabha in a written reply.

However, there is no proposal to initiate changes in the examination format at present, he said.

In reply to another question, the minister said, “There is no proposal to increase the number of attempts to 10 for all candidates appearing in the civil services examination.”

As per the present format, the maximum number of attempts one can make in the examination is 4 for general candidates, 7 for aspirants from other backward classes and no restriction for candidates belonging to SC and ST category.

According to the PIL, the government amended the Indian Police Service (IPS) Rules unconstitutionally and arbitrarily, taking resort to a Limited Competitive Examination (LCE) for recruitment of the IPS officers rather than increasing their intake through normal Civil Services Examination conducted by UPSC.

Claiming that it acquired the information on the issue through a plea under the transparency law, the petitioner said LCE would be held annually for those serving at a Major or Captain level officer in the Army, Navy or Air Force or as Deputy Superintendent of police in a state or union territories or as assistant commandant in central police organizations for 5 years or more.

The civil society had also objected to the new channel of recruiting IPS officers, alleging that it would further bring down the Muslim community share in the police service.
